You failed to answer the exact question you asked. It only sparkles at night. It does not sparkle in the day time for obvious reasons. Therefore, it does NOT sparkle EVERY hour and you answered your own question incorrectly.

According to the tower's website:
"Every evening, the Eiffel Tower is adorned with its golden covering and sparkles for 5 minutes every hour on the hour, while its beacon shines over Paris."

It sparkles during the day as well, but you do not get a spectacular a show are at night. During the day the lower 2 decks and the cap on the tower have lights that chase around the tower and the crown throbs. You can see it much better on overcast days.

Thank you. I was recently there and didn't recall seeing them "sparkling" during the day (which was the incorrect answer to the question as originally asked) & confirmed by the the Eiffel Tower's website that said that they were only lit at night.

From what I recall, the chase lights that you referred to are there, but aren't hourly in answering the question. Again, the Eiffel Tower website:

"The sparkling lights are superimposed over the golden lighting. Made up of 20,000 light bulbs (5,000 per side), they bring the monument to life for 5 minutes every hour on the hour once the Tower has been lit up until 1a.m....

This is activated upon nightfall by the sensors." Certainly, according to them, the sparkling ends at 1am.
