I think its because the USA is the worlds most powerful country and our neighbor to the south. It appears Xi is mostly concerned with preservation of the one party state. That party is no longer socialist in the traditional way. It pays lip service to most leftist ideals as well as market capitalism. The national party works with the state parties to control much of corporate capitalism. As long as the states and executives don't threaten the party and its interests, they stay in the good graces of the CCP.
The challenges the economy faces now are challenging this unique system.
