Biden approved a military festival (look it up yourself), so the notion of it being focused on the military is true and it wasn't just something Trump dreamed up. Even the heads of the army wanted it for helping with recruitment. Obviously as with everything, things can get changed as far as scale, etc. But scale is not the point of contention here.
The left was accusing Trump of throwing himself a birthday party and as part of that, the narrative was that he planned a military parade.
