It was always a bluff. He can't cut off power. He can, however, clean out the LCBO of American products. He can slap extra fees on power, but it would probably be best to leave the retaliation to the Feds. As long as all the provinces play ball, especially the nutjob in Alberta. Canada is sandwiched between the US and Russia if you go over the North Pole. It's fucking insane we don't have nuclear weapons, because if one of those countries goes completely rogue, we're at risk; if both of them go rogue, we're fucked. Russia has already gone rogue and 'Murica is heading in that direction.
That said, I don't think Trump wants military conflict with Canada -- he wants economic warfare, but that's only going to work short-term, and the Yanks are also going to pay a hefty price, maybe even more than we will.
That's my point. No one will invade if they think you're crazy enough to do it. And if they do invade, then you do it.
