Let me guess, this program's harshest critics were supportive of ArriveCan; which not only went grossly over budget, but violated Canadians' Charter Rights, in Canada.

I used ArriveCan.
It is simply an app where you declare arrivals and other documentation.
Did you forget what the "other documentation" was? A quarantine location for 14 days. That was a violation of Canadians' mobility rights, within their own country.

Colour me shocked when the people whining over a non-resident being detained or tracked in a foreign country, cheered when Liberals tracked or detained Canadians in their own country.

The quarantine location was your home address. Nothing more.
And no they did not track or check up on me even once.

I had many friends that travelled and received phone checks.
Yes they were at home for the quarantine time.
I think it was just non-Canadians that were stuck in hotels. But I may be wrong.

Yeah so a phone check is not a violation of charter rights during a pandemic.
Canada had also declared an emergency during those years.
