British code breakers in WW2 would send out a plane to drop mines, so as to raise radio traffic reporting on the mining.
So they could make inroads on breaking the daily code key.
They knew the subs would be reporting on mining activity on their radio transmissions so had a better chance at cracking the key.
Used to call it 'Gardening'.
