Thank god we don't have that problem here, as long as it was an outcall, one would have the right to complain......
The question is now that he did complain about her is if she will be followed up on and if he will get the police services he requested in the first place or they fined him and it is now dropped and forgotten about.

A contract to do something illegal is not enforceable. It's like asking the police to enforce an agreement how to divide up the proceeds of a bank robbery.
Anyway, the police don't concern themselves with civil matters.
