She might be now, with legal representation...I thought she wasn't co-operating before because of the non-disclosure agreement.

Correct
At first, but after huge pressure to reopen the investigation when the story broke, she was approached again. This time with encouragement of her family, she agreed with legal support.
IMHO
Hockey Canada & London Police gaffed on this originally.
Pressure to hide the star players involved because of their potential big $$$$ NHL careers & Hockey Canada reputation finally broke with media pressure & huge sponsorships $$$$$ dropping daily.

So I'll say it....Is she a victim or willing participant?

The whole incident is on video....It's already been stated that she been recorded saying that she did this of her own free will and was sober. My words here but hopefully I've captured the essence.

It's not out of the realm of reason that a woman would willingly consent to having sex with multiple partners. Is it?

I heard a different story...she was hammered, was willing to hook up with one guy but not eight, tried to leave but was blocked, made a complaint to the police, police informed Hockey Canada who responded with a 3.5 million hush settlement.
