The police may be opposed to the way W-Five may have operated this, but I bet you if they set up their own sting, the same guys will appear.

Perhaps the police are opposed to this because it shows us what the police should actually be investigating and how easy it is to catch these guys, instead of raiding massasge parlours and incalls.
