new IP will not help...

sites block your PC by using your FQDN 'fully qualified domain name'.

For Rogers your FQDN is a combination of the modem mac address and the mac address of the device directly connected to the modem ie: wireless router or PC.

For example it would look similiar to this CPE00060259b843-CM001665408b44.cpe.phub.cable.rogers.com

You cannot change the modem mac (CM001xxxxx), but you can change the CPE (customer premise equipment) mac (CPE0060xxx).

If using a router the CPE number is the router MAC, and this can be changed using the router's "Clone MAC" function. Just be sure to "release" the current DHCP address, before changing it. Then perform a DHCP "renew" after you change it.

It is a bit trickier if your PC is connected directly to the modem. You can change the MAC in windows. But the MAC is hardcoded into your network card, and changing it in the Windows registry does not always work.

Are you saying that you can't get your profile activated (i.e. You can read the general area, but you can't login to the reviews section) ?

OR

are you saying you can't get to the site period?

403 is a permissions issue. Perb either doesn`t like your account or the URL you gave
See:
http://www.checkupdown.com/status/E403.html

Is the the same PC as you use in BC?
A) See if it`s a URL problem:
What URL are you using?
Try using just https://perb.cc and clicking on the forum link instead of using the one cached in your browser. Also try clearing your cookies as well.

B) See if it`s an account problem-:try is creating a new account after clearing your cookies.
