Hi,

I've been reading lots of threads here regarding the crackdown on MPs.

But what about independant sp's and escort agencies? What by-laws are they governed by? And what are the LE's doing to crackdown on them?

Barrie licenses escorts and agencies. I don't know of any Toronto by-laws specifically relating to escorts. You would probably have to ask about your own city.

The crackdowns seem to be driven by complaints or media attention that force the authorities to look like they're doing something.

It's the Criminal Code of Canada that would likely be of more concern to the escort business. Independent outcalls seem to be the only way the escort business can operate without there being some potential criminal charges.

The official party line of the cities that license MPs and escorts is that these businesses aren't licensed to provide any sexual services.

Between a rock and a hard place
The MPs that were busted were prompted by investigations into one parlor that employed three underaged girls. Once you find that going on, a crackdown is inevitable. Other violations are bound to turn up in the process. Most of them are victimless I agree, but the LE draws a clear line and it's easy to stay on the right side.

If you are an agency owner your biggest worries are not bylaws but rather the criminal code.

The charges you can face depending on how you operate are :

Keeper of a Bawdy House
Living off of the avails of prostitution
Procuring

All of the above charges are serious and if any underage prostitutes are involved you will be in real trouble.

Shiek is right, generally speaking if you operate cleanly the police probably will not bother you. There are agencies that have operated for years without problems, including incall locations. But that is no guarantee.

Even Canadian news articles say these false statements. Solitating is only illegal in a public place, such as on the streets, public hotel lobby etc. There is nothing illegal about soliciting by telephone, ads in newspapers, on the Internet or once in a private home. This is totally legal solicitating. So saying soliciatting is not legal is a very misleading false statement. Only solicitation in a public place illegal in Canada.

I agree they don't bother bawdy's or agencies unless under aged etc. Agencies get around the living of avials by only selling time - whatever they want to do for no additional fee is private and not part of the price paid.

In Victoria, my latest trip the police visit the brotels (incalls) periodically check they for proper licenses ($200 for each escort and I think $1000 for the agency). They look for under aged but that seems there only concern. The nice Sheriff (I guess you do have them) nicely went to the Saanich incalls (on N edge of Victoria) and warned them they needed to move out. Many were in more residential areas. So they all moved to Victoria with higher licensing fees but seemed to welcome the incalls and their fees.
