Can anyone help me figure out how i can turn an art image into a jgp, a bitmap into a jpg , also how to shrink down a large jpg was given a pic but its at 2221 pixel by about4000 pixel .
Any help at all would be greatly appreciated.

You can use MS Paint.

To convert the file format. Open the bitmap and save it as jpeg.

To resize the file, go under the image tab and select stretch/skrew. Instead of 100% for the horizontal and vertical stretch, change it to a smaller percentage (ie. 75%).

I use some s/w called "Irfanview". DO a search for it on google, it is a free download and pretty simple to use

MS Paint format conversion encoding is atrocious. Any BMP converted to JPEG by MS Paint looks substantially worse than the same file converted to the same-size JPEG by Photoshop.
