China hosts Iranian, Russian defence ministers against backdrop of ‘momentous change’

China hosted defence ministers from Iran and Russia for a meeting in its eastern seaside city of Qingdao on June 26 against the backdrop of war in the Middle East and a summit of Nato countries in Europe that agreed to boost military spending.

Beijing has long sought to present the 10-member Shanghai Cooperation Organisation (SCO) as a counterweight to Western-led power blocs and has pushed to strengthen collaboration between its member countries in politics, security, trade and science.

The Qingdao meeting of the organisation’s top defence officials comes as a fledgling ceasefire between Israel and Iran holds after 12 days of fighting between the archfoes.

It is also being held the day after a Nato summit in The Hague, where leaders agreed to ramp up their defence spending to satisfy US President Donald Trump.

Beijing’s ties with Moscow are also in the spotlight.

China has portrayed itself as a neutral party in Russia’s war with Ukraine, although Western governments say its close ties have given Moscow crucial economic and diplomatic support.

Russian Defence Minister Andrei Belousov painted a bleak picture of a world seeing “worsening geopolitical tensions” when he addressed his counterparts at the meeting.

“The current military and political situation in the world remains difficult and shows signs of further deterioration,” he said, according to a statement by the Russian Defence Ministry.

His Chinese counterpart Dong Jun also framed the June 26 meeting of officials in Qingdao, home to a major Chinese naval base, as a counterweight to a world in “chaos and instability”.

“As momentous changes of the century accelerate, unilateralism and protectionism are on the rise,” Mr Dong said as he welcomed defence chiefs from Russia, Iran, Pakistan, Belarus and elsewhere on June 25, according to state news agency Xinhua.

“Hegemonic, domineering and bullying acts severely undermine the international order,” he warned.

He urged his counterparts to “take more robust actions to jointly safeguard the environment for peaceful development”.

Backing for Iran?

Recent fighting between Israel, Iran and the US will likely also be discussed in Qingdao.

Beijing refrained from offering anything more than diplomatic support to its close partner Tehran throughout that conflict, reflecting its limited leverage in the region and reluctance to worsen relations with the US.

“Public backing for Iran will come in the form of words, rather than deeds,” Dr James Char, an expert on the Chinese army at Singapore’s Nanyang Technological University, told AFP.

“Other than condemning the US strikes on Iran, Beijing can be expected to continue treading cautiously in the Middle East’s security issues and would not want to be dragged into the region’s security challenges,” he added.

Iran’s Defence Minister will likely “discuss with China the supply of weapons, but I doubt China would agree”, said Dr Andrea Ghiselli, an expert in China foreign policy and a lecturer at Exeter University.

“It would be seen as provocative by both Israel... and, even more important for China, the US, with which Beijing is trying to stabilise relations,” Dr Ghiselli said.

India’s Defence Minister Rajnath Singh, also in attendance in Qingdao, said SCO members should “collectively aspire to fulfil the aspirations and expectations of our people as well as tackle today’s challenges”.

“The world we live in is undergoing a drastic transformation. Globalisation, which once brought us closer together, has been losing momentum,” he said in comments posted by his office on X. AFP

Chinese Defence Minister Dong Jun condemned “hegemony” as the biggest source of global chaos as he hosted his Iranian counterpart and other senior defence staff on an advanced Chinese warship, days after the US bombed Iran’s nuclear facilities.

Iranian Defence Minister Aziz Nasirzadeh was among defence chiefs received by Dong on the PLA Navy’s Type 052D destroyer Kaifeng on Wednesday. The visit took place on the sidelines of the Shanghai Cooperation Organisation (SCO) defence ministers’ meeting, a two-day event in Qingdao that ended on Thursday.

Nasirzadeh and the others toured the People’s Liberation Army warship before attending a reception on its deck, according to Chinese state broadcaster CCTV.

During the event, Nasirzadeh thanked Beijing for “supporting Iran’s legitimate position after recent attacks” from Israel and the United States.

“We hope China will continue to stand for justice, help maintain the current ceasefire and play a greater role in easing regional tensions,” he was quoted as saying by China’s state news agency Xinhua.

Dong said that “unilateralism, protectionism and acts of hegemony and bullying are surging, severely disrupting the international order and making them the biggest source of chaos and strife”, Xinhua reported.

He called for closer cooperation within the United Nations, the SCO and other multilateral frameworks, urging members to unite “with more like-minded forces” to defend international fairness and preserve global stability.

“The SCO nations must stay true to its founding ideals, carry forward the ‘Shanghai Spirit’, and deepen practical cooperation across fields,” Dong said. “With stronger action, we can safeguard a peaceful environment for development together.”

The SCO meeting came days after the United States bombed three key Iranian nuclear facilities.

Beijing has strongly condemned last weekend’s air strikes. The Chinese foreign ministry said the strikes on the nuclear sites, which were under the supervision of the International Atomic Energy Agency, seriously violated the UN Charter and its principles.

The Chinese defence minister later held separate bilateral meetings with his counterparts from Belarus, Pakistan, Kyrgyzstan and Russia, according to Xinhua.

The report said all parties praised China’s significant efforts and valuable contributions during its rotating chairmanship of the SCO, particularly in boosting operational mechanisms and deepening cooperation across various sectors. They also expressed strong willingness to further consolidate and expand military ties.

The Pakistani defence minister, Khawaja Asif, lauded Beijing for its role in defusing tensions. “Pakistan deeply values its ironclad friendship with China,” he said, adding that it was ready to work together to “deepen military cooperation, and help maintain regional peace and stability”.

Russian Defence Minister Andrei Belousov said this year – marking the 80th anniversary of victory in World War II, “China’s heroic people’s war of resistance against Japanese aggression” as well as “the collective effort in the world’s anti-fascist war” – offered an opportunity to deepen the Russia-China military relationship.

“We will, guided by the consensus of our leaders, intensify strategic communication and cooperation and contribute to global strategic stability,” Belousov said.

According to Beijing, the defence ministers’ meeting is one of the key events organised during its rotating chairmanship of the SCO this year. The ministers, alongside SCO and regional counterterrorism representatives, met to further consolidate military trust and deepen cooperation between member states.

Apart from China, Iran, Pakistan and Russia, the 10-member SCO includes Belarus, India and four Central Asian nations – Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Together, they account for roughly three-fifths of the Eurasian land mass and nearly 43 per cent of the world’s population.

The Kaifeng is the sixth of the “stretched” variant of the Type 052D-class destroyers operated by the PLA Navy, and serves with the North Sea Fleet. Commissioned in April 2021, it is around 159 metres (521 feet) long, displaces around 7,500 tonnes and carries an advanced anti-stealth radar. Its enlarged deck allows it to host the PLA Navy’s Z-20 helicopters.

The warship has taken part in numerous long-range exercises, its most recent known transit being through the Tsushima Strait between the Korean peninsula and Japan in April, as part of Beijing’s growing operational presence in the western Pacific.

It was open to the public during the PLA Navy’s 74th anniversary celebrations in Qingdao in 2023.
