Semantics is important. There is a significant difference between what is implied by the above and what is really meant.

or if you want to boil down the above.
“Congress told, unless we act now things will get so out of control, it will end up with declarations of Martial Law.”
You can say this is nit-picking, but there has been a fair amount of misuse of the term "Martial Law" the past week or so.
