Very well said, but what worries me is that this guy was on C-SPAN which is a govt channel if i'm not mistaken.
Thats a fairly powerful media outlet, which begs the question why they let a guy like that on???

C-SPAN is not a govt channel. They are a private non-profit company, however. While they usually provide coverage of the US Congress and the UK Parliament, they also have shows like Book TV and they also cover speeches at universities, which is where this speech took place. They probably covered it because the guy just has extremist views that they thought might be of interest.

Sometimes it's much easier to create elaborate (and humorous, IMHO) conspiracies then it is to admit the problems within your own family and culture.

Of course, without recognizing and admitting the problems they can never be fixed. But then, when you don't want to make the effort to fix the problems in the first place, it's no small wonder that there's no admission of the problem. The vicious circle continues...

Is North Carolina State a "black college"? What I mean by that is that there are a some colleges that specifically target blacks as their target market so if that was the case, the context of this video would make a lot more sense to me.

Not really. Student population is 77.3% white.
