The attitude of many countries seem to be that the US has enough resources to take care of itself:

"Germany also said it would offer aid or money if requested by Washington, though officials said the U.S. was well equipped to deal with natural disasters."

"At the United Nations, the official spokesman for Secretary-General Kofi Annan said the U.S. was the country best prepared in the world to deal with such a natural disaster."

Though they are probably right, it does seem a little cold. Anyway looks like people are taking the stance of kind words and if asked for help they'll chip in but that the US should be fine on its own.

he might have been tryin to pass it off as a joke and even if it was, POOR TASTE AND NOT THE RIGHT time to do it.

but to answer your question
http://americablog.blogspot.com/2005/09/us-refuses-jamaicas-offer-to-help-with.html
if he won't accept help from Jamaica, as in the article...why would he even CONSIDER Cuba....he's a stupid arrogant fuck who couldn't even run a baseball team that daddy gave him.

US shouldn't get a cent. They have enough money. If only Bush cared more about the people
I'd agree with this if they didn't give a cent either. Whether or not the US totally wants to give aid in the best interests of other people, they do give it out. And when it is not enough it is people like you who complain they are too greedy.

U.S. would've more than enough resource for this. They train and practice for this. Even if more than 50% local support personnel wiped out.

But redtape and over-committment to war.

They still owe U.N. ton of $$$. U.N. still cleaning up Bush's mess overseas.
