Just means you can't "upload" them... meaning your pics/ gifs must be elsewhere available on the web... You may need a pic hosting site.The Signature Permissions sections in my Profile Settings has been turned off for Gifs:

You don't need both the BB code and the HTML code... you only need the BB code... Mine looks like this:

Oh, I was just going by what the message said...
Have you looked at it in "editor mode"? Sometimes if you use a corrupted picture (or one from a site that won`t allow hot linking, or a pic that is too big), it just won`t show up, and remnants of it may still be there, which you won`t see if you are in WYSIWYG mode... try looking at it using this button ---->![]()
If you still don`t see the problem, & you haven`t already tried this, try erasing the whole thing... saving it, exiting from the editor and then starting over...
