Everyone who was at that podium was not wearing masks. Because the press is more than six feet away. He put it on because he was getting ready to leave. That's a funny bit of fart catching! Your eyes aren't lyin' to you. He realized it looked bad for him to be lecturing Americans about not wearing a mask while he wasn't wearing one. He didn't finish the conference, then put on his mask to leave. He put it on mid statement.
Of course, the reason neither he nor his colleagues were wearing masks, despite being in federal buildings, is because he knows his statements about masks are not really so important as he pretends.

It doesn't say that masks are only required on federal property if physical distancing can't be maintained. It calls for both measures.

Your question makes no sense. It took seconds, rather than hours to watch the video in question. Biden doesn't do all that much talking in front of the press, so it's not hard to keep up. It wasn't difficult to tell what he was thinking here, because the problem was that he wasn't thinking.
Because Biden's cognitive abilities have significantly deteriorated (and he wasn't all that bright before), I'm sure there are going to be ample incidents just like this one over the 4 years (or less) he is president. Stay tuned!

So, the reason the mask rule is happening is because the odds of someone getting closer than 6 ft in an office is much greater. While Biden wears his mask quite a bit, when he gives briefing to the press (which have been tested), they are over 6 ft away. The difference between his actions and Trumps - he wears his mask when he gets close to people, as do the folks in his administration. So, while he puts the mask on mid statement, it was the final question he answered before leaving. If, say, he took six more questions after putting the mask on, then you might have an argument.
So, anti-maskers look for any reason why they don't have to wear one. I honestly don't understand the big deal. It can fog up glasses, but does it really impede your quality of life? I'd say less so than a ventilator. As for fart catching....The right-wing media fawned and fellated Trump for everything he did, good and bad, over the past four years.
