How common is it for the natural gas line to run partially through your neighbors property?

Fortunately I live within spitting distance of a Fire Station. They'll be here in less than 2 minutes if required.
Actually, the line catching fire is rare, it freaks you out because the gas just flows out the shovel cut,, you need a spark or a flame to get flames happening, it was the Consumers Gas who showed up. also thinking you can dig in the same hole, doent work either, that is what I was doing.

The contractor has removed the old fence and dug down to locate the gas line. Now they just have to get the 6x6 posts in and pour the concrete without messing up; I assume the concrete has to be poured below the frost line, which is below the gas line? Gas line looks to be 3 feet in the ground.

you should be good and yes, the idea is to get the pour below the frost line.
