I think that might have come from Arthur C Clark. The idea being that when a civilization reaches a certain level it destroys itself because it does not understand the toys it is playing with.

Dr. Michio Kaku has another theory in that we are nothing more than ants so why would an advanced civilization try to speak to us when we are not even close to being in their category. Do we contact ants and assist them with technology?
