Using my desktop computer when I log on to explorer (ver 7) and try to navigate to a different screen, the new window will open up and then go blank (white), then start to flicker bits and pieces of the web page and will jump back and forth between pages. Then it will just slow up and do nothing.

I am able to access the net because the msn chat program is working.

I'm able to access TERB via the laptop to post this question.

I use AVG (which has not identified the virus), and I was able to copy over the setup file per the new virus program JWM recommended (currently running). I also use spybot, Dr. Spyware, Adware and some malware program. Defender is my firewall.

Has anyone encountered this problem? Is it a virus?

I had this problem recently. I tracked it down to a Skype plugin. The problem seemed to coincide with a MSFT security update a week or so back.

I didn't dedicate a lot of time trying down the offending problem as I usually use Firefox as my browser of choice.

Sounds like you are using 2 antivirus programs. Suggest use pick one only and delete the other. Spyware doctor has some known issues of compatibility with many other programs. Did you make any changes to your system around the time this started to happen? You can do a system restore and restore your operating system to a time when everything was working. (System Restore is in your Systems Tools Area.) You can also run all your anti virus and spyware programs, defrag, c cleaner etc. and see if that helps. As you can see, there are many causes.

If this were my machine i would do a system restore. You can always restore back if it does not work.
