Better yet, the moderators should merge the two forums, because Ottawa is not large enough to warrant two fragmented sections.
This is what they should have thought through more.
You know how there are sidewalks and designated walkways? And then also where people actually walk? The latter are called "desire lines". People can bleat on (intentional) about correct forum use but then there's what people actually do with the board (and use of desire lines, like posting in the wrong sub-forum, is below jay-walking to me, on the "wrong use" scale) . Maybe this is much more important in larger subforums but not, as you point out, for the Ottawa/Gatineau part.
And, to clarify, I don't know if I've ever done it, and I might actually deliberately go to the 411 section if I were starting a thread of that type but, I'm just saying I don't care if someone else does.
