I've done no hobbying in CA, but I'm coming to Toronto and have some questions. Any accurate help is greatly appreciated.

I read that outcall is legal because it's in a private place between consenting adults.
True? False? Depends? If so, on what?

I read that incall is illegal because it occurs in a public place, an apartment rented by several girls, regardless of consent, age.
True? False? Depends? If so, on what?

If both the above are true, what about an apartment rented by only one lady?
Legal? Illegal?

I read that though technically illegal, incall is tolerated as too much trouble to prosecute?
Degree of certainty of this statement?

True.
True, although not for all the reasons you stated. Underage, nonconsensual (or coerced) sex is always illegal, everywhere. You will not run into this problem in most reputable incalls.
Illegal.
Incalls are rarely raided, but apparently it does happen.

I'll add that the apartment doesn't have to be kept specifically for incalls to be a common bawdy house ... it is illegal to run incalls from your own home. Clients can be charged as "found-ins".

There's a lot of discretion used in the application of the law: 32 Division's Vice Squad takes great pride in busting in-calls at shift-change time, so they get the afternoon shift, the night shift AND the girls friends who can get charged with transporting a girl to a bawdy house.

On the other hand, Toronto Police busted 350 in-calls last December in "Operation Home For Christmas". They were just looking for underage, coerced and illegally resident girls ... very few charges were laid, clients were just told to get out. In this case, LE did exactly what it should be doing.
