It's true. Melanin is an evolutionary advantage for people residing in climates with strong regular sunlight as it helps mediate the damage caused by sunlight. Similarly pale skin is an evolutionary advantage for people in climates where there is weak sunlight as it makes vitamin D production easier.

True, but that doesn't mean that white people are 'melanin deficient'. We have exactly the right amount of melanin for our needs, which is to say, very little.
In the summer we are melanin deficient, otherwise I wouldn't get a sunburn every time I eat lunch outside. And darker people are melanin excessive in a Canadian winter.

In reality it is constant random mutations and the ones that provide a benefit are more likely to get passed on. And 10,000 years is the blink of an eye in terms of human evolution.
