When you think about it if this did take place in the USA, say Washington DC, the cops down there would have handled it in a totally different manor being that he’s driving a rental van and it’s in front of a government building. They would have immediately suspected the van in carrying a BOMB and ordered everyone back. They would have shot at in from a distance and when the van went on fire they would have just let him burn.
