Preliminary report words I heard from a TGAM article was that the harbour pilot reported a temporary loss of propulsion power.
The next sentence was that the ship was commissioned in 1982.

So it soulds like either the reporter was trying to draw parralels to the Balitmore bridge collapse,.
Or it was another case of no motive power to propel the ship on the pilot's desired course that caused the bridge contact

Motor failure and a strong current drove the ship into the bridge.
If you look at the footage, you'll see that the vessel is sailing backwards. So yes, the engine died and the current seized the ship and drove it into the bridge..
