You're missing the point! She's still a minor and this entire sex trafficking industry is disgusting.
From the article it would seem that Nicholas Kristof is more upset at backpage having sexual advertising, than he is about kidnapping and sexual exploitation of a minor. Does Mr. Kristof honestly believe that cases just like this girls didn't occur in the 60's, 70's and 80's?
I expect the New York Times to get the headline correct. If it was a grammar mistake you'd be disgusted as well.
Perhaps you should read at least the first couple of paragraphs of the article before determining if the headline is correct.
I believe one is considered to be a teenager when one reaches the age of 13. Thus, a 12 year old would be "not quite a teen."New York Times said:

Absent that, it has to stand as is, and the misleading title is as response-provoking as any other part of it.
