Picking up people's existing phone contracts?

I remember there being a site where you could pick up people's existing phone contracts who wanted to bail out.

I think it was for both the U.S. and Canada unless they are separate sites.

I want to pick up that Fido $45 unlimited plan released about 2-3 yrs ago before they were bought out by Rogers.
