Kinda sounds like a grade 8 teacher I had way back. Thought he was a really cool and fun guy. In this day and age the problem can be solved by the kids reading information and taking a quiz on the internet. Start them off in the first year of high school and have them read and take the quiz every year, with new information added every year as needed.

I will bet you as inexpensive that solution is, the teachers unions will VETO the idea because there it takes away work from teachers to educate young people about sex and the dangers of disease and risk of pregnancy.
