Don’t think so. I wonder if it’s trespassing to start drinking from someone’s hose.

Not that I’m aware of.

Bars and stuff have to have water available but can be bottle water. Doesn’t have to free tap water.

Events with temporary liquor licenses have to offer two water if I’m not mistaken.

Don't know, but I would invite them into my house to use the phone so's they could get some free water elsewhere.

Saying no is not illegal. Better yet just don't answer the door if they're unknown to you.
