These allegations are all from 2004 to 2005, which would've been before the WWE's drug policy. It's no surprise. There was an article about 4 years ago in the Observer that said there were only about 5 wrestlers in the WWE who weren't at least partially on some sort of steroids (Lance Storm, Spike Dudley, Scotty Too Hotty, Chris Jericho, can't remember the other guy).
Their official drug policy is a joke, only created after media criticism in the wake of Eddie Guerrero's death. They'll give short suspensions to guys like Masters or Snitsky who nobody cares about, but they won't do anything if it's a top guy. Plus Vince's son-in-law Triple-H (an obvious juicer) is allowed to "opt out" of testing.
It's amazing that these guys will do this kind of damage to themselves, but Vince has always had a hard-on for bodybuilders and that's who he pushes in the main events. Right now Batista and Lashley, neither of whom can wrestle out a wet paper bag, are two of his champions because of their steroid-aided physiques. That's the message Vince is sending to the roster.
