I feel like starting a thread on Rio de Janeiro (RdJ) is appropriate since there is none specifically about this city.

Some important notes before I begin:
I didn't go to Rio specifically for sex. The principal reason for my visit was vacation/sightseeing, learn some Portuguese, and to try surfing.
I woke up stupidly early (~05:30) most mornings to head to the beach to take a surf class and then take some Portuguese lessons until the early afternoon. Depending on how tired I was - I spent the rest of the day sightseeing, mongering, or back at my place relaxing.
Safety is of course an issue in such a city, but I was fine the whole time - sticking to touristed parts of the city. There are rules to being safe - stay in areas that are populated, be mindful of your surroundings, don't be out drunk & alone, phone/camera out, etc.. among others.
Two rules I live by when visiting dicey areas of the world - like Rio - is to 1) Ask a local woman if it is safe to walk around if I'm not sure. 2) Stick to brightly lit & populated areas.
I didn't stay out late (regularly going to bed by 22:00). This going to bed early put a hamper on any night activity - mongering or otherwise.
There are a lot of homeless people out on the street - this made me uneasy at some points - however locals seemed to feel the homeless population was mostly harmless.
Do regular Brazilian girls like foreigners?
Yes!
BUT only on the condition you seem serious about a relationship. Brazilian girls - like most ladies around the world - don't appreciate playboys.
I wasn't there to start a relationship and didn't want to entertain that (because it would be a lie). So I didn't pursue anything that could look like a 'regular' relationship.
But I wasn't shy about chatting up locals - men or women. Brazilians are friendly, curious to learn about outsiders, and enjoy a good conversation.
If you were into dating a local - carry yourself like a gentleman, learn some Portuguese, be honest about what you're there for & best of luck to you. You shouldn't have a problem.

The Mongering
I saw 6 different providers over the course of my ~1 month there.
Whenever I met someone through an online medium - I always told them - in my broken Portuguese (sufficient to make myself understood though) something along the lines of: 'If your pictures are misleading and/or unrepresentative - I will not be afraid to walk away.'
I suppose it's a good disclaimer & I think it saved me a few times (or maybe I just came across as rude & picky); more than once I was about to meet someone, sent that message, and then was ghosted or given some excuse why our meeting was suddenly no longer possible.
Most indy's and agencies insist on knowing your hotel room #, as well as exact address - something I refused to do because I stayed at an airbnb & I wasn't about to let someone know my precise address. Maybe I'm overreacting - but I feel it would compromise my security. So I saw 1 indy & no agency ladies - however I tried. If you're seeing an indy for multiple hours bargaining is normal. I was sheepish to bargain because it's so outside the norm for me - but I almost saw an indy for a 4hr dinner date who gave me a discounted rate (~25% cheaper than listed on her website). Again - multiple hours only.

I will state though the fact that Rio is an astoundingly beautiful city with an incredible amount of things to see & do.
Mountain biking, rock climbing, world class museums, mountains, beaches, astounding nightclubs with a vibrant music scene.
I wasn't terribly impressed with the cuisine - but I'm not a big meat eater. If you are a big meat eater - you will love it.
