Any cop will tell you that neighbours constantly try to involve them in their personal antagonisms and feuds; evaluating such accusations is just one of their professional burdens. They are under no general obligation that I'm aware of, to stop every trivial crime, but that doesn't mean they don't have all the necessary legal authority to do so, and to enter if they have credible information and properly decide to stop one, or at least arrest the miscreants.smoking Marijuana is also a crime under canadian law, so if my neighbour smokes marijuana in his apartment and I call the cops, they are under obligation to enter premises and violently if required to stop the crime of smoking pot. I'm pretty sure that everyone who hates his neighbour would find it a good way to bring the cops at his neighbour place.
