289 is a fairly new area code that is outside of the 905 GTA area - and goes southwest - so it sounds like another one of those spam type listings that doesn't actually have anyone locally in Barrie.
I didn't take the time to follow up on this listing - but a trick is to get yourself a GMAIL email address. They have a telephone feature that lets you call any phone number in North America from your PC. It's like Skype - but lets you make free phone calls to any land line or cell phone number in NA - and it shows an actual phone number that can't be traced back to you - so you'll avoid blocked call hang ups - and you can actually see if there is a local SP on the other end of the phone - or some kind of porn web site as most of these listings are.
