I think if any of the big 3 American automakers closes 1 plant in Canada to move it to the States, Canada needs to hit them hard with a 100% tariff.
Also make them return any money from government handouts used to retool their Canadian plants.

Canada should allow consumers the option of a tariff free chinese made EV...some of them are only $20K and amazing tech. They would sell like hotcakes in Cities and people would have very affordable transportation and be able to retain more of their hard earned money/wealth.
