(stupid) question regarding high speed

I am signing up for a contract with Bell for High Speed. One of the points says:
10 hours of dial access, where technology permits, with each additional hour billed at an additional charge (plus applicable taxes and long distance charges)

what exactly does this mean? I am physically connected via a router, which is always connect to the net.

BTW, it is too late to phone the call centre with this question.

What it means is that you have 10 hours of dial up service each month. In case you cannot access high speed, you can use dial-up for 10 hours each month. If you use more than 10 hours of dial up service, you be charged additional fees.

Or if you are somewhere without internet service you could plug in your laptop to a phone line and post on terb for 10 hrs.

thanks for the quick replies, that's what I kinda of thought it was. But part of me thought, since High Speed is through the phone lines then it might be considered dial up.
