I'm no expert on placing explosives (I was infantry, not an engineer) but it seems to me that placing that many without leaving obvious clues would be difficult. My first suspicion would be a disgruntled employee, they have better access and could pull it off easier than a rival businessperson could.

I'm going to say that the the owner of the store set this up himself.
The first of seven bombs is found in his store on Friday (before Halloween), forcing him to close for the weekend and thus losing $300K???
A hidden bomb doesn't even make a good threat, and an actual rival or OC-type would have blown the store up overnight when it was empty, rather than simply hide a bomb (seven, no less).
I'm thinking probably some sort of insurance scam, if so, should be an easy one for the dectectives.

Something just doesn't ring true about this one. I was watching the news and this owner guy - Hamilton was offering a 10k reward (not sure for what) then in the next sentence he's talking about organized crime helping him to get to the bottom of this.

- CTV News reported that after the first package was found on Friday, a police bomb-sniffing dog located another package over the weekend, as did a cop checking inventory.

- Toronto Star reported that the owner Shawn Hamilton had some altercations with a competitor last year that saw him charged (charges were later dropped).

- Toronto Sun reported that this company is one of the largest independent party-supply stores in Canada, with sales of approx $2 million last year.

- CBC News reported that Rob Ford was videotaped entering the store after hours Thursday with seven packages, and leaving the store a few minutes later empty-handed. Critics are demanding that Mayor Ford turn over any videos he may have that don't show him doing this.

I have done halloween costume shopping at that store a couple of times over the last few years, and at this time of year the place is packed to the rafters with stock and absolutely heaving with customers. I can see it would be fairly easy to drop a simple device in there without been noticed, and that the disruption in his business would probably benefit the competition. There is a possibility of truth in this, but also something really does not sound like it rings true here.
