There are a lot of places in Toronto. Here's my take:
Allure - used to be considered the Mecca of the industry, many would say it still is. If you are going to make a pilgrimage, missing it would be sacrilegious.
Hands From Heaven - for years was the only place that could compete with Allure (other that Invisible Touch, RIP). Currently has two locations.
Steeles Royal - probably the best of the "next generation" of places. Now has three locations.
The Premier chain (Pure, Perla, S9) - the other top "next generation" establishment, although its original location, Platinum, is now closed.
Seductions - the new kid on the block. Hasn't been around anywhere near as long as the previous four but it's the new hot place to go. Just opened a third location.
There are definitely other good places but I suggest you start with these five. All together this is actually twelve different locations. I think it's accurate to say they offer the most consistency. Keep in mind that service options vary widely so you may want to narrow things down based on what type of experience you are looking for.
I should say that my info is not current. I haven't been to any place in TO since before COVID so things could have changed. I'm sure the TO forum has lots of info.
(EDIT - While the below comes across as a bit negative, don't take it as a don't go to Toronto spa comment at all. Top Spas there IMO are still generally better than Ottawa, IMO, and that is understandable given size of the market. Its more of a trend analysis of what has happened there. There is only one no go on the list below from my view)
Some of your perspectives on the spas seem to be more 2008-2010'ish rather than 2023, when it comes to SRM and HFH for example.
#1. HFH is a no go at this point. Only spa on your list I grant that "honour" to. Its inaccurate to say they offer any consistency or reliability at this point. Read reviews on the Toronto board..
#2. SRM has not been the best since around 2010. It was arguably the best spa between 2005-2010, but has went downhill in terms of reliability and customer service. Still some really good looking attendants. but a fairly high % of poor service or outrageous cost sessions. Better than HFH though, and perhaps worth a risk with the right attendant. And compared to Ottawa spas still a good choice.
#3. Premier Spas (Pure, Perla), were the consensus top spa in Toronto from about 2014-2019 (so many all star attendants that were good looking, sensual, open minded). At that time it blew away anything Ottawa has ever had. It's not at the level it was at about 5 years ago, but its still better than HFH and SRM. Still some good times to be had, although many less all-stars and more so-so sessions than before.
#4. Flirt was not mentioned in your post and they rose near the top of the standings in the 2010's although both have peaked, and are on the downward trend. Better than HFH though
Allure may have not been at the top spot between 2005-2020, but they always remained well managed, consistent and reliable choice since they started operating. A good choice. Its a low limits spa compared to others, but you will have a hot attendant, typically chesty, who will treat you well within their rules. Now with all the spas above having more wildcards, Allure may be back at the top simply because they are the most consistent.
