Three or four times? Hell, they likely would instead find some obscure legal/procedural reason why they can't bust her then apply for funding for yet another 3-4 visits with someone new (you didn't think the recent trend of wildly inflating police budgets bought more cars and officers, did you?). That way they can "reinvestigate" her later and avoid all the paperwork involved with a bust.....all at the taxpayers' expense!
