1) Water pe se wouldn't be a contraceptive as it doesn't kill or prevent the sperm from reaching the egg but it may add a hinderance to the swimmers reaching the finish line by giving them more to swim in. BUT remember if you give her a few pumps after ejaculation you'd be forcing them into her uterus along with the water thereby getting them closer to the finish line.

2) Swimming does not need gravity for propulsion...in fluidic space (aka the ocean etc) gravity is holding the water down but you're floating in it....this would be no different in a non gravity situation as long as the fluid you were swimming in held together in say a floating pool or in this case, semen inside a vagina. In fact, to help fertilization, a woman should lay on her back or even with her legs in the air to aid the swimmers. So with that logic I'd say that lack of gravity would aid in fertilization by eliminating the pull of gravity on them during their journey.....

Intercouse underwater as someone mentioned before is not a good idea. It's a great way of giving a girl an infection (not an std).

I wonder if special measures are taken to help drain her out afterwards?

As for waters as a contraceptive...... hot tubs have been used in the past in some cultures but it's effectiveness is not that reliable.
