"Trouble" will truly be ex pat Cubans who haven't been back for decades and had their properties, parent's properties or even grandparent's properties taken away from them and then they had to flee. These folks have a very daft axe to grind.Cuban officials will probably be watching the first years worth of planes like a hawk for "Trouble"
