It should be a piece of cake if the computer can boot from USB, which all/most modern machines can. The drive would probably have to be formatted for FAT32, which I think is standard for flash drives. There are however two problems:

1) Running OSes off of flash sucks. It's one thing to load a small OS into memory from flash, but it's not an optimal solution for Windows, especially if you'll be writing files frequently. Bytes on flash drives can only be written so many times and you could conceivably kill the drive within a year.

2) Windows installations are not meant to be used on different machines, so significant changes in hardware can cause problems.

I'm not going to bother experimenting with putting Win XP on a flash drive.
