Need some suggestions of web hosting companies where I can

1) run Frontpage server extensions
2) run FLASH
3) IMP: run CGI Perl scripts

cheaper is better but not necessarily.

it is a wekk known fact that FP puts in a lot of code in the HTML however it delivers some components easily for users who do not program. i.e. forms etc.

Flash if done properly will not suck the bandwidth. You have to understand that FLASH may be high on BW at times however the value in terms of user experience is what makes it that much more attractive option for a lot of people.
