I would like to add word or thought "bubbles", such as you see in cartoons, to photo images but I can't find the old freebie program that came with my first scanner.
Depending on how complex you want to get, ImageMagick can certainly handle the job. It may be more powerful (and thus much more complex) than what you're looking for, though.

The old Print & Photo House program by Corel had all sorts of bubbles to be inserted in photos or documents. But remember, you need at least Windows 95 (!) to run the program.
