Trump traveled to China essentially to plead for larger purchases of American soybeans, and in doing so he reportedly offered concessions on restricted semiconductor technology. He got on his knees and gave the store away. If the Supreme Court rules his tariffs to be illegal, all the American importers will have to be paid back. Leaving the American tax payer the cost of collecting and then redistribution of tariffs.
