Yes, and I think a lot of it had to do with the girls that were getting trafficked if I remember correctly.
I remember watching a show like w5 or something like that and they girls from Eastern Europe were saying how they were offered promises of getting a PR card if they worked for whatever company and it turned out to be pimps, trafficking them and taking their money while being told it was to lay the PR card fees when in fact there was never a PR card, the pimps were just taking their money and they were left with nothing other then staying in some shoddy motels having to deal with these pimps/crooks pretending to be legitimate. Whether or not they faced violence I can't remember but I remember one girl saying she was threatened. They had to escape with help of law enforcement. The gov got wind of what was going on so that's when they decided to make it illegal.
