not quite right. The us has said that east Jerusalem is a permanent status issue which is to be negotiated. Israel has at different times agreed with this however, in order for there to be a negotiation the Palestinians would have to come back to the table which so far they refuse to do. This simply emboldens the Israeli right which cannot be good for the Palestinians. The Palestinian leadership unfortunately for the Palestinian people is more interested in destroying Israel then achieving a state and hopefully a better life for its people.

You're both right: Some settlements have been closed, others are expanding. There does seem to have been some movement from the Israelis on this issue, in that they closed down newer settlements completely, by force in some cases.

That said they have allowed long established settlements to continue growing.
