The High Frequency Active Auroral Research Program (HAARP) is an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA).[1]

Built by BAE Advanced Technologies (BAEAT), its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance.[2] The HAARP program operates a major sub-arctic facility, named the HAARP Research Station, on an Air Force–owned site near Gakona, Alaska.

The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI), a high-power radio frequency transmitter facility operating in the high frequency (HF) band. The IRI is used to temporarily excite a limited area of the ionosphere. Other instruments, such as a VHF and a UHF radar, a fluxgate magnetometer, a digisonde, and an induction magnetometer, are used to study the physical processes that occur in the excited region.

Work on the HAARP Station began in 1993. The current working IRI was completed in 2007, and its prime contractor was BAE Systems Advanced Technologies.[1] As of 2008, HAARP had incurred around $250 million in tax-funded construction and operating costs.

HAARP has been blamed by conspiracy theorists for a range of events, including numerous natural disasters. Various scientists have commented that HAARP is an attractive target for conspiracy theorists because according to computer scientist David Naiditch, "its purpose seems deeply mysterious to the scientifically uninformed".[3]

Not at those frequencies. When I first heard about HAARP over ten years ago it was described as having the ability to blow a hole thru the ionosphere. Causing the atmosphere to react and fill in the while in the ionosphere. The Military developed it and found they could direct the signals into the earth as well.
They did an experiment looking for oil and natural gas. When the signal bounced back and was received the could measure the harmonics and it would tell them that they had struck oil or natural gas etc.... But this was at very low frequencies. When you multiply the frequencies up 1000 X you can set of earthquakes. It's a very powerful weapon. I believe Tesla had originally made the discovery.

tyou need read a physics book and sign up for a physics class thhat deal with radio raves and th electomagnetic spectrum. radio waves cannot cause erathquakes, plate tectonics, fault lines and other geological features are responsible for earthquakes. and you need to read on geology and earth geography instead of listening to conspiracy theories invented by scientific illiterates.

another one who needs physics lessons. microwave radiation are at higher frequencies and shorter wavelengths than radio waves unlike radio raves. microwave cause the molecules to vibrate and the friction cause heating.

Pretty much what he said. Just going to add ... radio frequency strength diminishes as the square of the distance from the transmitter (inverse square law). So the only time you have to worry about "biological effects" is if you are near a cell phone ( as in putting it to your head ) or any high powered transmitter.. CN tower..=D Thats why when you are designing radios, you always have to make the signal go though amp stages because those rf waves in the air are usually in microvolts. ( 10^-6)?
