Sounds reasonable due to C19, all countries should do the same to keep C19 within its own borders as much as possible. All countries should suspend all non essential air travel too
If a vaccine can be found in say a year then let people move about more freely

1. People with skills that Canada sadly does not produce itself. They come under the merit based immigration system.
2. Seasonal workers that are brought in April to December to work on farms. Canadians do not want these jobs.
There was a near panic this year until the government made exceptions for bringing the seasonal workers in, otherwise production of vegetables would have stopped.
Both groups are essential to the Canadian economy.

If only Canada had the backbone to do something similar. The issue is this: the recession coming may be tough. It is only fair the people already here (Canadian born and permanent residents) get settled and find work again before we start letting in more Chinese or Indians or Arabs. But that won't happen. They need to increase the tax base and those groups I mentioned reproduce like bacteria and will prop up household demand when the lockdown is over. Don't forget more hungry immigrants will keep wages down. They are willing to work for less just to have work and everyone gets hurt from this.
