Hamas has a history of forcing civilians to stay and stealing aid supplies for their own needs so sadly the Hamas will be the last people to be hungry. Israel is willing to send in troops and suffer the deaths because it is a more rights respecting and effective way to shut down Hamas.Saw this on twitter. Makes the most sense IMO.
